Update - November 2022

The planning study for an eastern link road is continuing as we work to identify a preferred alignment. Some of our studies are taking longer than anticipated and we now expect to announce a preferred alignment in 2023.

There is no funding for the construction of an eastern link road.  

Community Consultation Update 

Consultation with the community, property owners, and stakeholders on the shortlisted options for a future Bacchus Marsh Eastern Link Road was undertaken in December 2020.

Community feedback on the shortlisted options is fundamental to our planning and one of many factors we’re considering as we work to identify a preferred route.

We will continue to consult with key stakeholders, including state government departments and agencies, as well as local government and utility providers, to ensure a future eastern link road aligns with other significant projects planned for Bacchus Marsh.

We’re also conducting additional technical studies to inform the options assessment, including assessing the performance of the shortlisted options across a range of key criteria.

The population of Bacchus Marsh and Maddingley is expected to double by 2041. As a result, there is a need to increase land supply for housing and Precinct Structure Plan (PSP) areas have been designated for future communities. A north-south link road would help ease the congestion caused by this significant growth.

The Moorabool Shire Council’s Integrated Transport Strategy and the Urban Growth Framework has identified an eastern bypass as key transport infrastructure required to alleviate congestion for Bacchus Marsh.

Previous studies have demonstrated that an eastern link road will divert heavy vehicles and through traffic away from the Bacchus Marsh town centre. The congestion during peak periods in Bacchus Marsh has resulted in a heavy reliance on Gisborne Road/Grant Street to provide north-south access to the Western Freeway.

An eastern link road will also provide an alternative north-south arterial road connection to Gisborne Road/Grant Street. There is currently no funding for construction of an eastern link road.


The planning study will identify alternative route or alignment options that will:

  • provide an efficient, safe and direct connection to the Western Freeway for freight transportation between the Port of Geelong, Ballarat, Adelaide and the Calder Freeway
  • reduce congestion, improve reliability and reduce travel times, therefore encouraging other modes of transport such as cycling and walking
  • improve amenity in the Bacchus Marsh town centre
  • improve safety on the existing road.


A steering committee has been established to provide specialist advice on the project. The committee members include representatives from:

  • Department of Environment, Land, Water and Planning (DEWLP)
  • Department of Transport 
  • Moorabool Shire Council
  • Southern Rural Water (SRW)
  • Victorian Planning Authority (VPA)

Next steps

RRV is considering community feedback, along with findings from various technical studies and consultation with landowners and key government agencies, to select a final road alignment. 

A final alignment is expected to be announced in 2023.

This is a planning project. RRV will investigate future funding opportunities.
